Chester County Engineers (CCE) was formed in 2006 by Denny L. Howell, P.E. to promote excellence, encourage cooperation with reviewing agencies and create educational opportunities among the civil engineers in Chester County and throughout southeastern Pennsylvania.
The civil engineering profession had become so dynamic with constantly changing regulations, codes, ordinances and design philosophies, that Howell felt that the profession needed an organization that would be dedicated to ensuring the highest level of standards both in design practices as well as professional conduct.
The CCE Organization strives to work with state and local officials and utilize sound engineering principles to protect the health, safety and welfare of the general public.
