8:30am-9:30am – Watersheds 2045 and Beyond – Water Resource Planning in Chester County

In January 2024, the Chester County Commissioners approved Watersheds 2045 as the County-wide integrated water resources plan. Watersheds 2045 contains a wealth of data, both observed and modeled, on the state of the County’s waters, along with strategies for protecting them over the next two decades. This session will provide an overview of the technical analyses included in the planning effort, as well as recent initiatives that implement the plan’s goals, including the Brandywine Flood Study.

The PA DEP announced that beginning May 1, 2024, it is launching a pilot program across 10 counties – including Chester County – to improve the process for obtaining an individual National Pollutant Discharge Elimination System (NPDES) permit for construction stormwater discharges. One of the goals of the pilot program is to improve efficiencies in review and issuance of individual NPDES permits for construction stormwater discharges, and to reduce the average processing time for individual NPDES permit applications. Representatives from the County Conservation District will provide an overview of the new pilot program and some basic updates about the new PAG-02 permit.

Quality design of new development is characterized by context sensitivity and the thoughtful arrangement of details that define streets, public spaces, and communities. Ultimately, quality design improves a community’s function and appearance by unifying diverse elements. Representatives from the County Planning Commission will discuss the recently released (February 2024) Rural Landscapes Design Guide and design elements focused on the maintenance of a low-density development pattern and conservation of agricultural lands and sensitive environmental resources. The session will include an interactive Q&A with attendees on implementation barriers and potential solutions.
