Multi-Modal Circulation Handbook for Chester County

William Deguffroy, Chester County Planning Commission

Last year, the Chester County Planning Commission produced the Multi-modal Circulation Handbook, a resource guide for incorporating all modes of transportation into land use/ land development design. Applications for the Multi-modal Handbook include: preparing site plans that incorporate all travel modes, preparing subdivision ordinances and traffic studies, and preparing or reviewing proposed subdivision and land development ordinances. This presentation will inform why Chester County developed the Multi-modal Handbook, and how it fits with County policy. Typical development scenarios will be provided to illustrate how multiple design elements can be applied in the same context to create a multi-modal transportation network. Also, efforts to consider institutionalizing the principles of the Multi-modal Handbook into municipal plans and ordinances will be covered.
